Late Director Park Tae-deok & Late Director Song Hye-sang
Director Park Tae-deok graduated from Jeonju Agricultural and Forestry School and initially worked as an agricultural public official. While teaching at Sungdeok Elementary School and married to his wife, Director Song Hye-sang, who had a unique passion for child education, he was introduced to social welfare work through the encouragement of his cousin, who was working at the Gyeongsangnam-do Police Agency.
At that time, Busan was bustling with the repatriation of Japanese citizens and the return of Koreans who had been taken to Japan, leading to many cases of hunger and missing children. In response, Director Park went to the docks every evening to gather children separated from their families, providing them with warm shelter. He emphasized a "positive life" and treated the children "like his own," tirelessly working to address their needs.
The couple nurtured all children equally and emphasized education, supporting underprivileged children to grow up properly. Director Park held joint meetings on the first Sunday of each month, allowing children and staff to communicate and plan activities together, instilling a sense of love and belonging by singing the association's anthem.
The warm dedication of Directors Park and Song became a driving force for the children of Namkwang Academy to grow into healthy members of society. In recognition of their dedication to war orphans and impoverished children, Director Park received several awards, including a commendation from the Minister of Health and Welfare in February 1952, the Mayor of Busan in December of the same year and in March 1956, and the Order of Service Merit in 1985 and 1992. Sadly, he passed away in November due to an unexpected accident. Director Song received a presidential commendation in 1990 and the National Medal in 2004, and she passed away in June of that year.
The noble sacrifice and love of Directors Park and Song, who dedicated their lives to social welfare, are deeply embedded in the operating philosophy of the Namkwang Social Welfare Association and continue to this day.

In the 1940s, Busan took the lead in relief efforts for disaster victims, establishing orphanages to support war orphans and operating relief facilities through donations from external organizations. Namkwang Academy, the predecessor of Namkwang Social Welfare Association, was founded in December 1942 to shelter wandering youths and war orphans in the port area of Busan. After liberation, child welfare activities began in earnest.
On November 18, 1945, after Park Tae-deok was appointed as director, temporary shelters were set up on approximately 5,000 pyeong of land in Daeyeon-dong, Nam-gu, Busan, to care for homeless youths and orphans. The facility was named "Busan Municipal Namkwang Academy" and officially opened on December 1, 1946.
In its early days, Namkwang Academy conducted relief efforts for war orphans gathered from across the country during the chaotic post-war period. To support their independence, vocational training in horticulture, carpentry, and photography was provided. In the 1960s, the rapid increase in hunger and missing children necessitated the expansion and enhancement of facilities. In response, the Namkwang Social Welfare Association began operating the Namkwang Infant Home as a branch with the support of Busan city.

The Legend of Namgwang's 'Turtle Rock'
The name of the mountain behind the Namgwang Social Welfare Association is Gukshil Mountain. "Gukshil" (meaning "national fruit" or "national treasure") signifies the bounty of the nation. In front of Gukshil Mountain flows the Suyeong Stream, and the spirit of Gukshil Mountain envelops the Namgwang Social Welfare Association. Established initially on the foundation of child welfare projects, Namgwang Social Welfare Association has since expanded into various social welfare services. Just as many children connected with Namgwang have grown to become the nation’s treasures, the association continues to strive to be a beacon of hope for a brighter world, from the past through the present and into the future.
At the entrance of Namgwang Social Welfare Association stands a large rock shaped like a turtle, affectionately called "Turtle Rock." Many visitors find the rock fascinating. There is a story that has been passed down through generations about Turtle Rock.
Long ago, in the lower village of Gukshil Mountain, there lived a young man with deep filial piety. He devoted himself to caring for his elderly mother, ensuring her health and longevity. His devotion became a model of filial duty for many. One day, however, his mother fell seriously ill. Desperate for her recovery, the young man prayed daily at Turtle Rock, asking for her swift healing.
Moved by the young man's devotion, divine beings appeared and healed his ailing mother. Following this miraculous event, both the young man and his mother lived long, healthy, and happy lives. News of this miracle spread, and many people began to visit Turtle Rock to wish for health and longevity.
People believed that "if you pray earnestly, your wishes will be heard by the heavens," and the story of Turtle Rock has been passed down to this day. Turtle Rock faces directly south, and at its southern end lies Sinseondae, where divine beings were said to have once lived in Yongdang, Busan.
