HOLT Confirms Movement of ALL Korean Adoption Files From ALL Korean Adoption Agencies To The Korean Government Agency NCRC Starting in July 2025.

Thanks to an Adoptee for sharing this screenshot of Holt International's statement with us - it confirms what we have been saying for nearly a year about the movement of files from ALL Korean Adoption Agencies to the Korean Government Agency NCRC (National Center for the Rights of the Child) starting in July 2025.

Following the movement of ALL Korean Adoption Agency files to NCRC, ALL birth family search inquiries in Korea will have to be directed to NCRC. We expect that the Post-Adoption Services of ALL Korean Adoption Agencies will PERMANENTLY CLOSE following the movement of the files.


Please note that while the screenshot is of a message from HOLT, the movement of Korean Adoption files applies to ALL Korean Adoption Agencies, including:

-HOLT
-ESWS / ECWS (Eastern Social Welfare Society / Eastern Child Welfare Society)

-KWS (Korea Welfare Society) - previously SWS (Social Welfare Society) / CPS (Child Placement Service)
-
KSS (Korea Social Service)

*Please note that by KOREAN Adoption Agencies, we mean the adoption agencies which are physically based in
KOREA.

Holt International Announcement:

“Upcoming Changes to Post adoption Services in South Korea

We want Korean adoptees in the U.S. to be aware of some significant changes on the horizon regarding the way adoption services will be provided in the country of South Korea beginning July 2025.

South Korea signed the Hague international adoption convention in 2013 and plans to ratify the convention in July 2025. At that time, all adoption services, including post- adoption support, will transition fully to the Korean government.

Adoption agencies such as Holt Children's Services in South Korea will no longer be authorized to provide post adoption related services including file copies and birth parent searches."
