The NCRC and KAS Websites Are Down -
Feb. 21st, 2025.
Both the NCRC (National Center for the Rights of the Child) and KAS (Korea Adoption Services) websites appear to be down.
It’s likely that NCRC and KAS have simply taken their existing sites down during the NCRC move so that it’s harder for Korean Adoptees to contact or visit them until they are moved into their new location.
We hope (probably in vain) that they are making these websites, which have had KNOWN, NEVER RESOLVED issues for YEARS, functional:

We would HOPE that the NCRC and KAS sites are in the process of being updated, or will be completely replaced by new websites. However it’s probably most likely that NCRC and KAS have simply taken their existing sites down during the NCRC move so that it’s harder for Korean Adoptees to contact or visit them until they are moved into their new location, and have no plans to update the sites. NCRC and KAS were located in the same building previously and presumably will BOTH be moving to the NEW location (though we are not sure).
We have heard that NCRC will be moving in early March, and may not be accepting appointments at their NEW LOCATION until late March or early April 2025.

IMPORTANT NOTE for KSS (Korea Social Service) Adoptees.

Just noting that it appears that the way in which NCRC / KAS have chosen to communicate that people should not contact or visit them during the NCRC move to their NEW location in Seoul is to (temporarily) shut down their websites.
We imagine that KSS (Korea Social Service) will likely do the same thing at some point in the next few months - simply remove their website (permanently) without any warning - and then KSS Post Adoption Services will PERMANENTLY CLOSE.
Once KSS transfers its files to NCRC in July 2025, all birth family search requests will have to go through NCRC.
But for now, IF you are a KSS Adoptee please continue to submit your birth family search requests directly to KSS. KSS Adoptees should act NOW since we do not know exactly when KSS will stop accepting new birth family search requests, and it can take KSS 1-2 months to respond to your first request!
KSS will very likely close at some point PRIOR to July 19th, 2025 when ALL Korean Adoption Agency files - including KSS files - move to the Korean Government Agency NCRC.
